Citlaly Mora joined Movement Law Lab as the Director of Communications in August 2025.

Prior to joining MLL, she worked with Just Futures Law, helping establish their communications department and integrating narrative and popular education into her work. Citlaly brings a decade of experience in communications strategy, narrative development, and media relations, including time at NDWA and the ACLU. At MLL, she incorporates her expertise in organizing, narrative power, and storytelling into MLL’s approach to supporting movement work. Citlaly got her start in immigrant rights’ grassroots organizing and continues to organize in the South. 

Citlaly was born in Mexico and has roots in North Carolina. She holds a B.A. in International Studies from Elon University and received her M.A. in Liberal Studies and Graduate Certificate in Latin and Caribbean Studies from Duke University.
