Election Readiness Resources

This is an all-hands-on-deck moment. More lawyers are needed to fight for free elections, ensure people can get to the ballot box, and prove the results. We’ve compiled opportunities here and will actively update this list as new developments unfold.

This resource is non-partisan and compiled by Movement Law Lab.

For Orientation on How to Make Meaning of this Moment:

  • Act Free to Be Free: A State and Local Pro-Democracy Framework for Election Defense: Even though authoritarians have made it clear that they’re getting ready to disrupt and sabotage the elections, most of us — organizers, elected officials, legal advocates, pro-democracy funders — are still preparing for a normal election. We are running election programs. We are testing messages. We are mobilizing voters. These are not wrong things to do. They are profoundly insufficient for the threat we are actually facing. This is a framework to prepare and unleash a civil society response to election sabotage. It is not a program – it is a strategic analysis, a way of understanding the threat and the architecture of response, designed to support operational playbooks driven by in-state organizing and pro-democracy infrastructure. The question is whether we will build it before the crisis hits, rather than scrambling to respond when it inevitably will. Created by Doran Schrantz of the Organizing Lab Action (and former director of ISAIAH/Faith In Action Minnesota) in partnership with state-based organizers.

  • Playbook for State-Based Directors & Organizers on Election Protection: a companion to Act Free to Be Free, this is an operational playbook for state-based organizing directors, labor leaders, and state movement leaders. The activities in the playbook are designed for organizations already doing electoral and organizing work. They are not a separate program. They are the election defense layer that sits on top of what you are already doing: voter identification, education, activation, and GOTV along your path to power. A state-level power analysis worksheet accompanies this playbook to help you map the election administration machinery, identify vulnerabilities, and build a genuine power analysis of the people and institutions in your state.

  • Authoritarians Aren’t Just Trying to Win, They’re Trying to Grab More Power and What to Do During a Coup: an analysis of authoritarians’ moves to stay in power and overview of specific steps people can take to win, prove, and enforce election results. By Ash-Lee Woodard Henderson, longtime Southern organizer and the first Black woman ED of the Highlander Center.

  • Election Defense Resources: includes links to specific resources from the Elections Safeguards Response Network, Brennan Center for Justice, Protect Democracy, Seay Strategies, Freedom Trainers, and others for:

Each scenario draws on real historical examples from Georgia to Belarus to Tuskegee, showing not just how threats unfold, but how ordinary people have successfully pushed back.

    • Democracy Defense as Offense Grassroots Training: a companion to the Act Free to Be Free memo, this training is a way for community members to build shared analysis of the election threat, rehearse scenario-based responses, and join concrete teams and commitments for election defense.

Countering Authoritarian Election Manipulation: Global Lessons Learned: One of the primary ways that backsliding democracies break down into authoritarian rule is through election subversion. Aspiring autocrats try to manipulate elections at all stages of the election cycle. An array of pro-democracy actors, including lawyers, non-partisan election groups, opposition political parties, and pro-democracy movements, can push back effectively against these autocratic attacks. Drawing on lessons from countries around the world, this presentation by Hardy Merriman shares lessons for pro-democracy actors who play a role in maintaining election integrity. Merriman was President of the International Center on Nonviolent Conflict (ICNC) for over a decade and has worked in the field of civil resistance for over 20 years.
