All 193 UN member states submit reports on their human rights records every 4.5 to 5 years. The reports are reviewed by other member states, which provide non-binding recommendations based on “constructive dialogue”. The US won’t participate in the UPR mechanism or submit its report in November, when it’s due to be reviewed. The US is now on course to be the first country to not deliver a report to the UPR [in response, some US state legislators and local elected officials sent a letter to the Presidency of the HRC to reaffirm the importance of the mechanism.
